Odoo pricing in the UAE starts at zero for one app and rises per user per month for the paid plans. As of October 2026, Odoo’s pricing page, viewed from the UAE, lists three plans in US dollars: One App Free, Standard and Custom. The licence is only part of the bill, though. Hosting, implementation, integrations and support usually decide what Odoo really costs your business.
This guide explains the plans, the difference between Odoo Community and Enterprise, the three hosting options and the costs that tend to surprise UAE businesses in year two. Waslio Connect builds software that works with Odoo; we are not an Odoo partner and do not resell Odoo subscriptions.
Odoo pricing plans in the UAE (October 2026)
Odoo sets prices by country, based on where you browse from, so a guide written for the US or Europe will show different numbers. The table below is what Odoo’s official pricing page displayed when we loaded it from a UAE connection on 6 October 2026. The dirham figures are our own approximate conversions at the AED 3.6725 peg; Odoo shows the prices in US dollars.

Three details matter more than the headline number:
- The discount is temporary. Odoo’s footnote says the discount is valid for 12 months, for the initial users ordered. Plan your year-two budget at the list price.
- Odoo.sh hosting is extra. The Custom price does not include Odoo.sh hosting, which is billed separately.
- Light users exist. Odoo also lists a Light User option at US$5.90 for staff who only need things like time off, expenses or shop-floor access. You get it through a meeting with an Odoo advisor, not by self-service checkout.
Prices and plan names change, and Odoo adjusts regional pricelists from time to time. Check the live page before you sign, and confirm whether VAT or card charges apply to your invoice.
One App Free: who it suits
One App Free gives unlimited users on a single app, such as CRM or Invoicing, for free on Odoo Online. If that app depends on others, for example eCommerce needs Website, you get those too. It works well for testing Odoo with real data. The moment you install a second independent app you move to Standard, and adding Studio or a second company moves you to Custom.
Odoo Community vs Enterprise: what “free” means
Odoo comes in two editions. Community is open source: you can download it and run it on your own server without a subscription. Enterprise is licensed software built on top of Community, and it is what you get on the Standard and Custom plans.
According to Odoo’s edition comparison, features such as Odoo Studio, Payroll, Approvals, VoIP, IoT, several advanced manufacturing tools and Odoo’s official Android and iOS apps are Enterprise only. Odoo’s own hosting and version upgrades are also tied to Enterprise.
So Community is free to licence, not free to run. You still pay for a server, backups, security updates, upgrades between versions and someone who can fix things when they break. For a small team with a capable developer it can be good value. For a business without in-house technical staff, the hosting and maintenance work often costs more than the licence it saves.
Odoo Online, Odoo.sh or on-premise?

Odoo’s pricing FAQ describes Odoo Online as its cloud for “databases without custom modules”. That rules out most third-party apps from the Odoo Apps Store. Online databases run the latest Odoo version with regular upgrades, which keeps you current but means your processes must keep pace.
Odoo.sh pricing is built from the number of workers, storage and staging environments you choose, and the page states that the hosting price does not include the Enterprise licence.
Who counts as a paying user
Because Odoo pricing is per user, it pays to count users the way Odoo does. Per the pricing FAQ:
- Paying users: anyone who uses the Odoo back end to create, view or edit documents, including an employee who only submits expenses or timesheets and an external accountant working in your books. An employee record in the HR app with no linked user also counts.
- Free users: customers and suppliers using the portal, and website visitors placing eCommerce orders and tracking deliveries.
Before you ask for a quote, list every person by role and mark who needs full access, who could be a Light User and who only needs the portal.
Odoo implementation cost: what drives it
Implementation is not included in any plan. Odoo points businesses with fewer than 50 employees to its own Success Packs, priced through a project estimator. Mid-size companies usually work with a local partner, and companies above 250 employees are asked to contact Odoo directly.
Quotes from UAE partners and freelancers vary widely, so compare scope rather than headline price. These factors drive the number most:
- Number of apps and processes. Sales and invoicing is a much smaller project than inventory, manufacturing, accounting and payroll together.
- Data migration. Customers, products, opening stock and open invoices need cleaning and mapping. Historical transactions cost far more to bring across.
- Customisation. Studio changes are lighter than custom Python modules, which also need maintenance on every upgrade.
- Integrations. Each connection to a store, marketplace, payment gateway, courier or bank adds design, testing and ongoing monitoring.
- Training and change management. Teams who learn Odoo properly make fewer workarounds, and workarounds are expensive to unpick later.
- Localisation. UAE VAT reports, Arabic documents and multi-currency setups need checking against your accountant’s requirements.
Hidden costs to budget for
Odoo’s pricing page lists what is not included: Odoo.sh hosting for custom developments, implementation and expert services, in-app purchase credits (such as SMS, contact autocomplete, lead generation and AI scanning of vendor bills) and maintenance of custom code. In practice, also budget for:
- Third-party modules from the Odoo Apps Store, priced by each vendor. Check whether a purchase covers only one Odoo version.
- Upgrades. Custom code and third-party modules need testing, and sometimes rework, when you move to a new Odoo version.
- Payment and courier fees. Gateway and delivery charges come from your agreements with those providers, not from Odoo.
- Support beyond Odoo’s. Odoo includes email support for the standard software; help with your custom setup comes from whoever built it.
- E-invoicing. The UAE Ministry of Finance has set a phased e-invoicing timeline. As of October 2026, its announcement on the amended decisions confirms that businesses with annual revenue above AED 50 million must implement e-invoicing by 1 January 2027. Ask your adviser which phase applies to you and how your Odoo setup will connect to an accredited service provider.
How to estimate total cost of ownership
A simple three-year model avoids most surprises. Work through these steps in a spreadsheet:
- Count users by type: full, Light and portal.
- Pick the plan your requirements force. Need custom modules, an external integration or multiple companies? That is Custom, whatever the price difference.
- Price the licence twice: year one at the discounted rate, years two and three at list price.
- Add hosting: nothing extra on Odoo Online; an Odoo.sh quote or your own server and admin time otherwise.
- Add one-off project costs: implementation, migration, integrations and training, from written quotes.
- Add running costs: module renewals, support retainers, upgrade work and in-app credits.
- Add a contingency for requirements you discover after go-live.
For the licence line alone, here is the arithmetic for ten full users billed yearly at the prices above: Standard is 10 × US$13.50 × 12 = US$1,620 in year one and 10 × US$16.90 × 12 = US$2,028 a year at list price. Custom is US$3,060 in year one and US$3,840 a year at list price. Everything else in the model is specific to your project, which is why two quotes for “Odoo for ten users” can differ by an order of magnitude.
When third-party Odoo modules make sense
Odoo’s standard apps cover a lot, but not every regional gateway, courier or sales channel. A third-party module makes sense when:
- the gap is a connection to an outside service rather than a change to how Odoo works;
- the module is maintained for your exact Odoo version and edition;
- you are on Odoo.sh or your own server, because Odoo Online does not run custom modules;
- the vendor explains what is and is not supported, and how they handle upgrades.

Integrations are similar. Odoo’s FAQ defines the external API as outside software calling into Odoo, and on the paid plans it sits in Custom. Connections that Odoo starts itself, such as its built-in payment providers or delivery carriers, are part of the standard plan. Is Odoo Community really free?
The Community edition is open source and has no licence fee, but you host and maintain it yourself. Enterprise-only features such as Studio, Payroll and Odoo’s official mobile apps are not included, and server, backup, upgrade and support costs are yours.
Can I install third-party apps on Odoo Online?
Generally no. Odoo describes Odoo Online as hosting for databases without custom modules. To use third-party or custom modules you need the Custom plan on Odoo.sh or on-premise, or Odoo Community on your own server.
Do customers and website visitors count as Odoo users?
No. Customers and suppliers using the portal and website visitors placing eCommerce orders are free. Anyone using the Odoo back end, including employees who only log expenses or timesheets, is a paying user.
Do I need an Odoo partner in the UAE?
Not necessarily. Odoo offers Success Packs to companies with fewer than 50 employees, and mid-size companies usually work with a local partner. Whoever you choose, compare written scopes covering migration, training, integrations and post-launch support.
